For Malaysian students who do not have relevant degree, one need to work towards gaining the CIMA Certificate in Business Accounting before moving to the CIMA Professional Qualification. The national accountancy body is the Institute of Certified Public Accountants of Singapore (ICPAS), which has 21,000 members, most of whom work in Singapore. According to research agency,Datamonitor, the Asia-Pacific accountancy market was worth US$30.8 billion (S$42.6 billion) last year, and will reach US$38.3 billion by 2013. Meanwhile,Singapore’s contribution to the market is 2.8 per cent. Australia, at 30 per cent, has the largest share, followed by China with 16.6 per cent and India at 16.4 per cent.

The proposal was announced by Minister in the Prime Minister’s Office and Second Minister for Finance and Transport, Mrs Lim Hwee Hua, at the Ernst & Young Entrepreneur of the Year award ceremony yesterday. It is part of a draft of recommendations contained in a consultation paper from the Committee to Develop the Accountancy Sector (CDAS).It has 10 key proposals. Some of key proposal are as follows:

  • The development of a post-graduate professional accountancy qualification. The committee said that in Australia, Britain and the United States, professional bodies have their own accountancy qualification programmes. Having a similar accountancy qualification will help Singapore develop as a centre for accountancy education. The qualification should be globally recognised and be internationally portable, meaning that it opens up access to work in global capital markets. Gaining the qualification can also allow non-accounting trained professionals a chance at a second career.
  • Developing a CFO certification programme that takes on board the evolving role of the chief financial officer. No longer is he just a ‘scorekeeper’ who keeps track of the company’s results.
    Many in the industry say a CFO now needs to go further and implement financial strategy which is in line with the business strategy. The ideal CFO should have a broad base of knowledge, encompassing the business, the industry, financial markets and internal functions
  • The setting up of an accountancy sector development fund to help the sector grow. The fund could assist local accountancy firms expand regionally or help implement technology that would make the sector more efficient. It could also attract global accounting conferences to Singapore.

The consultation paper is available on www.acra.gov.sg and the deadline for feedback is Dec 31.

Walton College of Business at the University of Arkansas in a tie for 19th place among the top public undergraduate business schools. Its accounting specialty ranked 35th place among both private and public.

Incidentally, the  top six public and private business school accounting specialties were at Boston College, Binghamton University, Georgetown University, Cornell University, University of Southern California and University of Texas.

For the overall undergraduate business program, Business Week ranked Sam M. Walton College of Business at the University of Arkansas at 43rd among the top public undergraduate programs and 83rd place among the top private and public business schools. The Business Week’s undergraduate business school survey is related to senior business majors being asked to grade their programs on a scale of 1 to 5 in 12 academic areas, including marketing, accounting, calculus, financial management and corporate strategy.

Business Week used five sources for its overall undergraduate rankings:

  • A student survey
  • A recruiter survey
  • Median starting salaries for graduates
  • The number of graduates admitted to the top 35 MBA programs
  • And an academic quality measure that consists of SAT/ACT test scores for business majors, full-time faculty-student ratios in the business program, average class size in core business classes, the percentage of business majors with internships, and the number of hours students spend preparing for class each week. The information about test scores, faculty-student ratios and class sizes was provided by the school, and the data about internships and hours of preparation came from the student survey.

HOW TO BECOME AN ACCA MEMBER

To become an ACCA member, students will be required to:

  • successfully complete all the ACCA Qualification exams.
  • successfully complete the online Professional Ethics module.
  • show evidence of three years’ relevant practical experience (PER).

WHEN ARE YOU AN ACCA AFFILIATE

If you have completed your Exams and the Ethics module you are known as an ACCA Affiliate.

 WHEN CAN YOU PLACE THE ACCA AFTER YOUR NAME

Once you have completed all three elements, you can apply to ACCA for full membership and have ‘ACCA’ after your name.

EXPLAIN WHAT IS ONLINE PROFESSIONAL ETHICS MODULE

Students are given access to the Professional Ethics Module by ACCA as soon as they become eligible to take Paper P1 and may complete the module at their convenience. Completion of the module is a condition of membership for those who registered on or after 1 January 2007. ACCA strongly advises anyone who registered as a student before 1 January 2007 to also complete this module.

 SIMPLE SNAPSHOT OF ACCA SYLLABUS BREAK-DOWN:

 The ACCA syllabus consists of 16 papers and is divided into four parts:

Knowledge Module (3 papers)

Skills Module (6 papers)

Essentials Module (3 papers)

Options Module (2 out of 4 papers)

 Students must sit 14 papers.

The exam duration is two hours for the Knowledge Module and three hours for each paper in the other modules.

 Exemptions from ACCA

Relevant graduates may be awarded some exemptions from Fundamentals Level papers.

An exemption fee must be paid for each paper awarded. Contact ACCA for further information.
